    Changing the Sort Order - Items marked Read only

I am trying to chage the sort order and I am getting the following error:

Either you do not have rights to set the order on items marked as read-only,
or they are locked by another user.

I am logged in as a CMS Administrator and I know nothing is locked.

So why would the channels be marked read only?

are you doing this in SiteManager or through the API?
