What you need to do is to create a new user and assign that user to ICD with
the extension that was used by the old user. You can't rename a user so it
will have to be a delete and create procedure.
You should also assign the user too the correct skill or resource group in t
he IPCC end.

Yes. Go into ccmadmin --> users --> search for user --> assocate phone
--> you will see set as primary and ICD. Check this box. And click
update.

Guess your talking ipcc here, if so it is coming from the call manager.
Users who are marked with the ICD checkbox will appear on ipcc.
