So, made a 911 test call:

VOICEGW#
*May 24 18:13:39.451: ISDN Se0/0/0:23 Q931: TX -> SETUP pd = 8
callref = 0x004D
Bearer Capability i = 0x8090A2
Standard = CCITT
Transfer Capability = Speech
Transfer Mode = Circuit
Transfer Rate = 64 kbit/s
Channel ID i = 0xA98394
Exclusive, Channel 20
Calling Party Number i = 0x0181, '[removed]'
Plan:ISDN, Type:Unknown
Called Party Number i = 0x80, '911'
Plan:Unknown, Type:Unknown
*May 24 18:13:39.527: ISDN Se0/0/0:23 Q931: RX <- RELEASE_COMP pd = 8
callref = 0x804D
Cause i = 0x8081 - Unallocated/unassigned number


Any ideas?

Do you only get this result with 911? What about other
numbers?

Just an update for everyone.  The customer signed a waiver with the
Telco to remove 911 service on this circuit.  Previously 911 service
utilized separate analog circuits.

So the Telco switch was saying 911 was an unallocated number because the
switch wasn't accepting 911 calls on this circuit.
