So, how many of these 21 isoes does someone need to install a debian system?

Net is not an option right now, no wireless and not enough cat5 cable to
get to the machine...  and no more room in computer area...

The first one will install a reasonable system by itself (generally
populated by the more popular applications). Add more CDs for more
applications (http://www.debian.org/CD/jigdo-cd/#search might be some use
to find what packages are on what CDs).

As mentioned elsewhere, just the one - but there are three different images
which you could use (at least, for i386 and amd64).

This is where serial interfaces and the like come in handy :-)

As they already written here.  It depends on what software you want to
install.

Just to get started, only the first one(debian-40r0-i386-CD-1).  There
are three different versions of the first one.  Plain first that will
install Gnome.  Then there is one that will install KDE for
you(debian-40r0-i386-kde-CD-1).  And lastly, one that will install
XFce for you (not as resource hungry as other types of user
interfases).(debian-40r0-i386-xfce-CD-1).
Rest is extra software, that is sorted by popularity.
