Is it possible  to use Radius over a wired network to provide user
authentication to XP workstations?

Also can IAS provide authentication for IIS?

On the first question, yes you can, however you must deploy an 802.1X
authenticating switch in order to have this functionality. A good
whitepaper on deploying switches with IAS is:
