I have to assume that you are using the ISA Server to publish your FTP serve

since you mentioned ISA Server 2004. In ISA Server by default your FTP rule
will be Read Only. I would suggest checking here first to see if this is you
r
issue.
On ths SMS Server go into the ISA Server Manager and go into the firewall
rules. Find the rule for publishing FTP and right click on the rule. You wil
l
see a checkbox that states read only, uncheck this and save your changes to
the ISA Server. This should correct the 550 error you are seeing.
