Is there any way to trigger transition from view mode into configure mode
for a portlet that is using the Noskin skin?

Rob,

I meant is there anyway to do this without changing the application's output
in view mode, e.g. some special key stroke sequence, a way to bring up the
customizer, etc. that would be an analog to what I could do if the portlet
had a skin (i.e. clicking on the configure icon).
