The problem you're seeing is probably the issue discussed at
http://support.microsoft.com/?id=320443. Although that article is for
BizTalk 2000, the same logic applies to 2002 and 2004.
If you installed BizTalk from a CD, you need to put that CD back in the
drive.
Or if you installed BizTalk from a network drive, you need to make sure
that drive is still valid.
When installing certain hotfixes and all service packs, BizTalk requires
that it have access to the original install location.
