Hello everyone, I have to set up a server for a factory, the os is
debian 4.
The mail server is external, so I have to download mails (per user)
via pop3 filter and send to the users (on winxp machines).

Which is the best way (programs) to administrate this kind of
situation?
Fetchmail and postfix+spamassassin+clamav makes sense?

Yes, that's how I do it (except I use Sendmail).

Can it stay on the same machine?

If you mean the server will become the primary mail server and accept
e-mail directly via SMTP, then yes. Just remove Fetchmail out of the
equation (and make a bit of magic with DNS).
