A Springfield man who has been a clown, magician, police officer,
minister, youth counselor and Big Brother volunteer was arrested Tuesday
on charges of sex tourism and possessing child pornography.

A. Paul Carlock Jr., 57, of the 2300 block of Hedge Lane was arrested in
Springfield after an investigation sparked by immigration and Homeland
Security officers in June upon his return to the United States from a
trip to the Philippines.

According to an affidavit filed in federal court, Carlock was stopped at
the San Francisco airport June 12 after returning from the Philippines.
At the airport, Carlock reportedly told immigration officers he had been
working as a clown at the House of Joy orphanage in San Isidro, a city
in the Philippines.

Because he was traveling from a country considered to be high-risk for
child sex tourism and he had direct contact with children, the officers
asked to look at Carlock’s digital camera and his computer. When they
searched the computers, they said they found numerous pictures of nude
young boys.

“The boys were depicted playing, showering, and sitting clothed but with
their genitals visible. Some were posing, while others did not seem to
be aware they were being photographed,” the affidavit stated.

When boys at House of Joy were interviewed in the Philippines in
September, three boys indicated they had been asleep and awakened to
find Carlock fondling them.

Carlock initially told investigating officers that the images on his
computer and camera were photos he had intended to edit so they’d be
appropriate to show at his church. He said the photos showed that the
boys were too poor to afford clothes and that he photographed the naked
boys because “that’s how they live,” the affidavit said.
However, officials found one image marked as "edited," in which the only
change was that the edited version had been enlarged, according to the
affidavit.

Officials also allegedly discovered a program on Carlock’s computer
called “Evidence Eliminator,” which authorities said is marketed as
being able to erase images from computers to the extent that
investigators cannot retrieve them. Carlock reportedly said he used
Evidence Eliminator on the advice of a co-worker who said it could be
used to clean out files he no longer uses.

A search warrant executed at Carlock’s Springfield home Sept. 28 found
at least 21 other child pornographic movies, the affidavit said.

Carlock reportedly told investigators he had traveled to House of Joy
before and that he also had visited an orphanage in Mexico in 2002,
where he clowned in order to cheer up orphans.

A Web site indicates Carlock and his wife go by the names of “Klutzo”
and “Smilee” when performing as clowns and that they have been in the
clowning business for at least 10 years.

The site says the couple provides the “very best in family
entertainment” and that “vacation Bible schools, Sunday school emphasis,
and children’s church are our specialty.”

Paul Carlock also performs as “Professor Paul the Magician,” according
to the affidavit.

Federal authorities said Carlock spent more than 20 years in law
enforcement. His resume reportedly includes: three years as a juvenile
counselor with the Illinois Department of Corrections; six years as a
trainer with the Illinois Department of Corrections; six years as a
Springfield police officer, including four as a youth division
detective; six years with the Illinois Department of Revenue; four years
with the Illinois Department of Public Health in the child health
division; and a period as a Grandview police officer, including several
years as that department’s juvenile officer.

Carlock also is an ordained minister, originally with the Church of
Nazarene and currently with the Missionary Church International.

Carlock also volunteered with Big Brothers/Big Sisters for about two
months before he came under investigation. The 6-year-old boy assigned
as Carlock’s Little Brother reportedly told police Carlock had never
touched him, but that Carlock had given him two movies – one of the two
of them fishing together and a second that showed naked pictures of boys
and girls. Investigators retrieved the DVDs, the affidavit said.

Denise Corcoran-Schainker of Big Brothers/Big Sisters said the
organization carefully checks the backgrounds of adult volunteers.

“We run three background checks on all of our volunteers, and all of his
background checks cleared,” she said. “We do all we can to make sure a
child’s safety is never jeopardized. We were fortunate the feds became
involved in such an early time frame.”

In December 1986, Carlock wrote a letter to the State Journal-Register
complaining about a cartoon. In the letter, he said he was a
conservative Christian and not ashamed of the fact.

“I am not in favor of censorship, but do feel that far too much ‘smut’
has been poured into the minds of Americans by all forms of media,” he
wrote.

“I have spent the past 16 years in law enforcement and related
professions. I have spoken with victims and offenders and have read many
case histories in which pornographic materials played an overwhelming
role in the events that have left lives shattered and homes broken.”

Later in the letter, he wrote: “Why is it so unreasonable to assume the
government has the right to protect the public from the harmful effects
of pornography (especially in light of the vast amounts of evidence to
support this claim)?”

Carlock told investigators that his children are grown and said in court
Tuesday that his wife had filed for divorce earlier that day. Sangamon
County court records could not be accessed to verify that.
