I'm trying to setup personal directory in cm 6.0  and when I try to log into
 my ipphones with my user / password  I get an PD logon unsuccessful error..
  im able to log into ccmuser and add the entries there.  but unable to log 
in on the phone to view entries

Remember password is the PIN, not the "password" on the phone services.
Try resetting your User PIN in CCMAdmin.
