Since IBM just announced WSAD 5.1.2 for release in mid-May (or end of May,
depending on the article; for instance, see
http://www.infoworld.com/article/04...eretools_1.html), when
will there be a portal toolkit for this new version?

If you check the announcement at:

http://www.ibm.com/software/news/n/...t&Site=awdtools

you will find that some portal development enhancements are included in
5.1.2 (including the Portal test environment among others).
