    Problems with the HWS Sample

After I've delpoyed the Microsoft.Samples.BizTalk.Actions.Assign and
Delegate
with no error.
I wanted to register these action but, there occurred an error.
"An error occurred in WMI while trying to register this action. Consult the
event log on the WMI computer for more information."
In the event log of my computer the folling message was created.
"An unexpected HTTP status was returned when attempting to refresh an
installed HWS Web service. Web Service URL:
http://DB71-178/HwsService/HwsService.asmx. HTTP Status: 405.

But I've no idea what this means or what's the reason for this error.

Browse to that URL and see if you can successfully view the page.
If you are using Windows Sharepoint Services on that website, make sure that
your HWS web service directory (the one indicated in the error) is in the
excluded paths for sharepoint.

What level of security authorization were you running with when you
attempted to register the action (Local admin, BizTalk Server Admin, etc)?
