I've been using Norton Ghost 2003, but I have a problem after I converted
all partions
on my PC to NTFS. What is the best software for backing up bootable partions
to bootable CD/DVDs
(or to hard-drives)?

Ghost isn't backup software. The best backup software for boot/os partition
is of course
Dantz Retrospect.
