I'm using Small Business Server 2003. For test ourpose I'm using a modem to 
simulate my future ADSL conenction with static IP. Internal network is conen
cted though the LAN car.
If I connect a client on this internal LAn, everything works fine, Wek acces
s, VPN access.
When I try to connect through the net, I get all the time, the answer Client
 IP address refused. It's true that in this case, my IP address is not in th
e range defined by the DHCP server.
But after checking all parameters of IIS or Routing and Remore access, I rem
oved all protection on IP identification. There is no more protection from I
P but I continue to get this message.
If anybody has a idea.

Sounds like ISA is in use and not configured to allow access.  Try a
SBS group for specifics in fixing that possibility.
