Yes, I am sure that I have SQLXML 3.0 SP2 installed. It is a prerequisite to
 installing BizTalk Server 2004, and I installed it (I had to install it) be
fore installing BTS.

I apologize for my delay in responding to recent posts in this thread - I've
 been working on site for the past few days and have been unable to keep up 
with everyone's suggestions. I will reinstall MSXML and SQLXML and see if th
e error persists.
