I want to create a second certificate for a website.  I
have an internal certificate for my internal users, but
now I want to put a Verisign Certificate on that site for
my external users.  Is this possible?

Not in IIS, it can only use a single certificate per site, even when that
site is setup on multiple IP addresses and/or ports. But you can setup a
second site pointing to the same directory, with the same settings (except
for IP address binding and the certificate).
