is there a client for Windows that allows users to logon to a GNU/Linux
server and work in an X environment?

If you want a free to use Open Source alternative, install Cygnus-Xwin,
which is a port of XFree86 and associated gnutools (e.g. a bash session
terminal window) etc for the Win32 environment. This will normally launch a
terminal window when started and you can then login to your linux box using
ssh (making sure that you've got the ssh server running on the latter, of
course). This is also fine for running X based packages on your Windows box,
such as the native win32 ports of SNNS or OPenDX, if you are so inclined.
