Follow up.  I see that this can be done...it's just that my skins are not
recoginized by WPS.  I try to restart and nothing works.  I'm using
WPS 5.02 with the portal toolkit and test environment.  Has anyone had
any luck adding new skins in this environment?

Solution:

Problem was error in one of skin .jsps.  You must tail the log file.
It doesn't show up in WSAD console
