Safe mode will not give a user any more right or permissions but will bypass
startup
programs. Booting into safemode with networking will bypass software firewal
ls which
is bad if you use a software firewall to protect your computer from the inte
rnet and
the only viable solution I know of for that is to use a hardware firewall su
ch as one
of the popular nat router devices found at Best Buy, etc from Linksys, Netge
ar,
Dlink, etc. Also protecting your operating system with a syskey password wil
l not
allow user access to the operating system without the password or floppy, t
hough
that is a more sever measure and could lockout legitimate access such as aft
er a
