Did you change the service account, or did you restore your master secret?

It looks like you may have lost your master secret. Stop the ENTSSO
service. Clear the Application event log. Start the ENTSSO service. Check
the event log. There should be a message in there either that the master
secret was loaded OK, or that it failed. My guess is that it failed.

To recover from this, simply restore the master secret from the backup
media, hopefully you have done this.

If you did not back it up, you will have to change your service account
back to the original value and then backup the secret.

The procedure for changing the ENTSSO service account is documented in the
documentation.
