Running WC 5.5.0.4/WAS 5.2.0.6 on AIX.

Intermittently receiving the following error when trying to checkout as a
guest shopper:

[7/28/04 11:39:39:478 CDT] 513bf46c CommerceSrvr E AccManager isAllowed
CMN1501E: User 123456789 does not have the authority
to perform action "com.ibm.commerce.order.commands.OrderProcessCmd" on
resource "com.ibm.commerce.order.objects._Order_Stub" for command
"OrderProcess".

com.ibm.commerce.order.commands.OrderProcessCmdImpl checkResourcePermission
The user does not have the authority to run this command "OrderProcess".

It doesn't happen all of the time which is why it's freaking me out.  Any
ideas of what I should be looking for?

We just migrated from WCS 5.1, so it may have something to do with the
migration scripts and access controls... but I don't know what to look for
(since it works some of the time).

_ERR_USER_AUTHORITY errors are mostly related to cookie problems,
especially if they are intermittent.  Do you have controls in place that
will confirm the WCS session cookies (SSL and non-SSL) exist have been
accepted by the browser?

The only other thing that could cause it to fail intermittently is a
failure for one store # but not another due to different business logic
as prescribed in the CMDREG and URLREG tables.  These database tables
might specify alternate resources (class files) that are not set up in
your AC* tables correctly.  You would only see the error when the
request comes in with a different storeID NVP.  You should notice that
condition rather quickly.
