Don't try to browse/edit from within the IIS MMC. The basic problem is FP
2003 is too new. I believe that the edit contect menu item in the IIS MMC is
tied to a specific class ID or version number for an older version of
Frontpage. You should still be able to create a web though with FP using the
File | New function. Also, you should be able to do it just through the
Tasks | New Web. Once created, you don't have to use the IIS MMC to launch
FP to edit. Just open the new web in FP using the File | Open Web.
