Has anyone done this?  I need to create pages with pre-define portlets
as another tab at runtime.  Is this possible?  If it is examples for
dummies are greatly appreciated.

Hi,

You can use xmlaccess to creta pages with paortlets. It's a xml files
which describes pages. You can find somes examples of this type of files
in WPS Infocenter.
