I get this error after enabling container-managed security and starting the 
server.  Server version is 5.0.2.3, reluctantly running on XP.

I'm baffled, and unable to find any resources on the web to assist.  Any sug
gestions would be very welcome.

Do you have WPS installed? If yes, you have to enable security on portal as
well. Check the Portal InfoCenter for details (search on "enable-security").
