One thing though, don't ever share the webs. The webs need to be published
to from within FrontPage. Enabling them as a network share is usually a big
no-no, not only security wise (i watched an entire server array get
destroyed from a virus because one of the administrative faculty shared his
web server directory and then worked on it from his infected computer).
Basically, the users are created as you would other users, then added to
individual webs through FP. The IIS MMC utility only allows the adding of an
existing account as an admin. FP can connect to the subweb and be used to
manage adding users as authors. This will also set all the appropriate ACLs.
You won't want to touch the ACLs yourself unless you absolutely have to
because the Server Extension settings are rather touchy and one wrong
setting can cause hours of extra cleanup work.
