where can I get the documentation related to the wps API specs? 
I had searched for it over the web and within IBM. 

FOR eg. 

com.ibm.wps.util.ObjectID, com.ibm.portal.*, com.ibm.portal.content.*, com.i
bm.wps.model.*, com.ibm.portal.navigation.*

I am trying to create a new portal theme. 

Can any on tell me the location of the documentation?

These are internal portal classes. Therefore no public documentation is
available.
