You are somehow misintrepretting what it is happening. I can tell you that,
except for one case, we never auto resume suspended-resumable messages. The
only exception is if you have an orchestration or sendport in the stopped
state. At that point, all messages to the service will be auto-suspended.
If you start that orchestration or sendport, we will automatically restart
all messages which were suspended because it was stopped. We do not resume
all suspended-resumable, just the ones which were suspended because the
service was stopped. You will have to take a look again to figure out what
is happening. Maybe you have a bunch of stuff retrying.
