We are observing the following behavior on our BizTalk Servers running on
Windows 2003, after running performance test scripts: During the tests some
messages will fail and end up being suspended (resumable). Whenever we
restart the BizTalk Service after running these tests, it seems like that th
e
BizTalk Service process is picking up all resumable suspended messages and
tries to re-submit them. To some extend this seems to make sense, but since
we couldn’t find any documentation on this, we are not sure whether this i
s
by design or not. Can anybody confirm this?

You are somehow misintrepretting what it is happening. I can tell you that,
except for one case, we never auto resume suspended-resumable messages. The
only exception is if you have an orchestration or sendport in the stopped
state. At that point, all messages to the service will be auto-suspended.
If you start that orchestration or sendport, we will automatically restart
all messages which were suspended because it was stopped. We do not resume
all suspended-resumable, just  the ones which were suspended because the
service was stopped. You will have to take a look again to figure out what
is happening. Maybe you have a bunch of stuff retrying.
