Are there any command line utilities or known command line calls that can be
used from a .bat file to upload _LiveData workbooks to a BAS Site?

You can schedule the DTS to execute on a regular basis to upload _LiveData
work book. For whatever reason if you want to upload upon execution of .bat
file. You can use DTSrun (I am not too sure about the exact command) command
this is part of SQL server.

The DTSrun command is:
dtsrun /S <servername> /N "DTSname" /M OwnerPwd /U %userName% /E

You can find more information in the SQL Online under [dtsrun Utility]

Once you schedule your DTS the _LiveData workbook will be updated but I am
not sure about the BAS site

If you have uploaded your workbook to the BAS site then the updates will be
reflected after the scheduled DTS runs.
