One way would be to create different orderforms based on
shipping methods and addresses (you can use the output of
the shipping splitter to move various lineitems). Then
each orderform subtotal would contain the shipping & tax
totals for a specific shipment.

Just be sure to rerun the total pipeline after you've
move these linelitems into a different orderform to
correctly re calculate the subtotals.
