Is Apache is an "offline" sort of server, or is it a program meant to
be installed onto a server?  It is asking me for such information as
"Network Domain, Server Name, Admin.'s email."  Everything is based on
the .com concept, rather than asking me for my PC's information.  I
don't understand why I am being asked these things.  What if I don't
have a server yet (or if I do, what difference should that make)?  Do
I have to fill this information out for Apache to work properly?  Is
Apache trying to install itself on my host's server or something?
Will I have to be signed onto the Internet in order to use Apache?
I'm thoroughly confused.  If anyone can enlighten me, I would be very
grateful.  Thank you.

Any machine that runs server software is, technically, a server.

You can enter anything, and then edit httpd.conf normally.

You can use whichever domain name you choose.

The installer is trying to dumb down initial configuration.

Where would you run Apache, if not on a server?

No. You can just as well run it on an intranet, or even on a stand-alone
server.
