I am attempting to access a specific link

http://www.sos.louisiana.gov:8090/c...nq&rqsdta=start

I have added the following to my squid.conf

acl sos dstdomain .sos.louisiana.gov
no_cache deny sos

This should cause squid to not cache this site, I have verified that
the acl matches by turning on debugging.

If someone else could check this link using their proxy and shed some
light on this I would appreciate it. I have tried this on 3 different
proxies with the same results.

Your configuration of 

acl sos dstdomain .sos.louisiana.gov
no_cache deny sos

is correct. I have tried on squid-2.5.6 stable. IT is not caching. Every acc
ess to that url showed TCP_MISS and DIRECT to real web server there.

Can you check your squid.conf file there. And start new squid and access tha
t specific url and post access.log entries for that. It will be helpful to a
nalyse problem easily.
