I have the same problem. In an other thread I got this solution:
The following procedure is generic, but resolves many problems. 1. Open the
remote Web site in FrontPage.
2. Choose Web settings from the Tools menu, and then click the Advanced tab.
3. Under Temporary Files, click the Delete Files button, and then, click OK
4. Choose Recalculate Hyperlinks from the Tools menu.
5. Close the remote Web site, then open the local Web site.
6. Again, choose Web settings from the Tools menu, and then click the
Advanced tab.
7. Under Temporary Files, click the Delete Files button, and then, click OK.
8. Choose Recalculate Hyperlinks from the Tools menu.
9. In Windows Explorer, find and delete all FP Temp Files. By default, these
reside in C:\Documents and Settings\username\Local
Settings\Temp\FrontPageTempDir.
10. In Windows Explorer, find and delete all hidden *.web files
11. In Windows Explorer, find and delete the cmdui.prf file.
12. Retry the publishing operation.
13. If the problem persists, try publishing with each of the following
options. To change them, choose Options from the Tools menu, and then click
the Publish tab.Publish: Changes:
Changed Pages Only Determine Changes by comparing source and destination Web

Changed Pages Only Use Source File Timestamps to determine changes since
last publish
All pages, overwriting pages already on destination Determine Changes by
comparing source and destination Webs
All pages, overwriting pages already on destination Use Source File
Timestamps to determine changes since last publish
14. If the problem persists, ask your host to stop and restart the remote
Web server.
15. If the problem persists, ask your host to run Check And Fix (or Server
Health) the remote Web site.
16. If the problem persists, ask your host to reboot the server.
17. Disable or Uninstall any FrontPage Addins.
18. Run a Repair / Reinstall on FrontPage and Internet Explorer.
19. Install all Service Packs for your Operating System, for Internet
Explorer, and for Microsoft Office.
I have tried everything till 13 without any help. Now I will try directly
with Microsoft.
