We get the following error when we try to connect to an
Access database in the parent web from a sub web (the
connection works fine in a sub folder and in the parent
web, but does not work in a sub web):

Server error: Unable to retrieve the list of record
sources from a database using the connection string:

DRIVER={Microsoft Access Driver
(*.mdb)};DBQ=https://hrforms.pps.k12.pa.us/HR_Forms/fpdb/tr
ansfer_val2.

The following error message comes from the database driver
software; it may appear in a different language depending
on how the driver is configured.
-------------------------------------------------------

Source: ADO
Number: -2146824584 (0x800a0e78)

We have applied resolution Method 1 from the Microsoft
Knowledge Base article 276502 per the link below:

http://support.microsoft.com/default.aspx?scid=kb;en-
us;276502

We are lost and need help. Can somebody help please?

We are trying to build a restricted access sub web with
online forms to query the Access database in the parent
web.

Test with a new/different database. If it works..corruption in database.
Try doing a compact and repair on Access database

If the error message shows any Sharing violation: The database may be open
in access and FrontPage simultaneously
Close the instance of access that has the database open. Connection should
work fine.

Also check the table and field name. Make sure the table name and field
names are not reserved words.

Hope this helps
