    FTP filename problem

I thought you guys might now  about a FTP problem I have
where a file/folder name contains Chinese Characters. Now I cannot upload
these to a ftp server I get error something along the lines off:

550 File name ?????: The filename, directory name, or volume label syntax is
incorrect.
(The FTP server is running Win2k SP4 and IIS 5.0)

Where the ????? are the Chinese characters. As far as I understand FTP
cannot translate or recognise these characters that why the error comes up.
I just wanted to confirm this was correct or if there is a possibility to
make it work.

Certain ??? will work. but not all 
The best is to change it to ASCII.

it's not yet a full unicode compatible product.
