I have Roadrunner and can get to the Internet.  However,
I am unable to open a secure site.  I've checked the
security levels and they are fine.  I've discussed it
with Roadrunner and they think it's a security problem
but can't tell me how to fix it.

I'm running XP Professional and have reinstalled Office
XP but the problem is not fixed. This is the message
that's displayed when I try to enter a secure site "The
page cannot be displayed
The page you are looking for is currently unavailable.
The Web site might be experiencing technical
difficulties, or you may need to adjust your browser
settings."

Thanks for responding.  I will submit to the IE

it could be the server side problem as well.

see if you can browse any other https site like https://www.versign.com
