I had a hard time with this problem, with FP2002 on IIS running on
Win2003.
An article about FP Extensions on Apache said that "It generally means
that you have leftover .htaccess files in the home directory that
frontpage can't understand".
With FP Extensions on Win, the structure is slightly different, but on
the mentioned website folder, under \_vti_pvt there was a file called
access.cnf (which reminded me of the .htaccess), so I renamed it to
a.cnf (instead of deleting it), and then went back to the MMC, All
Tasks, Configure FP Extensions and it worked.
I hope this will be useful for someone.
