Can I use FrontPage 2003 to publish to a web server
running Frontpage 2002 Server Extensions with out any
issues?  The help in Frontpage 2003 said Frontpage 2003
uses 2002 Server Extension for Frontpage 2003.  Is this
really true? The only component I'm using in Frontpage
2003 is the hit counter.  Can I publish FP 2003 site to a
server running FP 2002 SE?

In your case, Yes.

There are no FP 2003 extensions.  It uses 2002 extensions.

Absolutely.  The FrontPage 2002 Server Extensions are the latest and last
version released, and work with FrontPage 2003.
