What is the best practice for allowing local (within the network) web
developers access the site via a file share and still allow remote users the
ability to modify via Front Page Extensions? Will this cause instability
issues?

The best way is use FrontPage server extensions for both local users and
remote users. using file share is not recommended.

Hope this helps
