How can I set up IAS to authenticate against the local users vice the domain
users?

Using W2K3 Enterprise... with a cisco 3640 as dial-in router passing
authentication off to the IAS.

Ok, I figured out the DefaultDomain Reg Key.. Next question. Is how can I
prevent folks from using a domain\userid combination to authenticate against
the domain? Or do I need to remove the radius server from the domain?

If the IAS server is not Joined to a domain, only local users are used to
authenticate (no need to setup the registry key)

To restrict only local users, you may want to create a local group on your
server and only include users you want to give dial in access to as members
to this group
