When routing failures occur duing progrmatic submissions BizTalk HAT does no
t
display a Serice Instance that is suspended (only a debug instance shows up.
)

I tried creating a WMI Event Viewer and the suspended event does not fire
for programtic submits.. What am I missing - the event fires fine when I use
a file adapter.. to test routing failures...

Routing failures get returned as batch failure, and are not suspended
directly by BTS.  If the code does not manually suspend the message, it
does not show up.  It would take looking at the code to see what is
happening there. Most likely you need to update the code to call BizTalk
API to suspend the message.
