I saw an answer by Bikikii (or is it Senshi or Panta?) in remops list.
But nothing too formal, and no website.
Actually, it was largely ignored by the Reliable remops.

So there is no way that Len wrote this paper on his own. Claudia Dī?az
and Evelyne Dewitte co-wrote it and it seems to be based on solid
science (like Poisson distribution, I remember them from my own academic
studies!).

You also seem to forget that before Panta released his mods, ESub,
Remix-To, Randhop and other directives didn't get the proper
cryptographic random seeding. That might have put users of Reliable at
risk for many years!
