An update: I've found the temp directory (at C:\Program
Files\Microsoft Content Management Server\Server\Temp)
and applied 'full control' permissions for the account
that does the import, the permissions were not set -
still no go.

As I'm running the import on the server I'm running the
CmsDeployServer.CmsDeployImport.1 object.  (Aside: This
appears to be more secure than passing credentials
encrypted or not, over http as is used for a client
import operation.)
