Hi, 

Does any one how to resolve this question in an exchange 2003 org?

1. on a excahnge 2003 org you have a group of users that need to be able to 
send internal mail and external (internet) mail.

2. on the same exchange 2003 org you have a group of users that you only wan
t to allow to send messages internal.  By no means allow messages to the int
ernet.

I was told the solution to stop the outbound mail to the internet was to cre
ate a receipent policy with a smtp address of non-internet registered / non-
resolvable name (something like testthis.com).  I knew ahead of time this wa
snt the solution and tested anyway.  The only thing that work obviously was 
the addresses of the users for the Receipent Policy change (no suprise here)
 but email was routed external.

The solution is to create an SMTP connector for outbound mail and configure
the restrictions on that to only allow those users you specify to send mail
through it.
