Can I use the IIS 6.0 Migration tool to migrate FTP sites as well as Web sites?
What about local users?

The IIS Migration tool wasn't designed to migrate FTP sites. Instead you
can use tools like Metaedit or Metabase explorer to migrate the FTP site
configurations from one server to another. You will have to migrate the
content manually. Also, you will have to create the necessary local users
manually and give them the necessary permissions.
